what is the paper wrapped around? A picture frame?

I'm a music lover and really like a vintage feel to decor. I have some old music sheet paper that I think would work well for this project. Perhaps I'll use painted cardboard music notes rather than the oval shapes. Sounds pretty simple too and inexpensive...my kind of craft!
