Blog-In – Say No to the CPSIA!

As parents and concerned citizens I’m sure most of us at one time or another have been confronted with the question of lead poisoning. But have you asked yourself what your government is doing to protect your children from lead contained in toys? The answer? They’re banning toys, taking books from schools and libraries, hurting low income families, killing entrepreneurial spirit and risking putting the economy in an even greater depression than we’ve seen in decades. I’d like to introduce you to their solution: the CPSIA.

Do you know about the CPSIA? No? Then I ask you to take a few minutes to find out about it.

The CPSIA stands for Consumer Product Safety Improvement Act, a new set of laws that will come into effect on 10 February, 2009 and will impact many, many people in a negative way. Make no mistake, this is very real. View it for yourself. If Forbes, the American Library Association and numerous other media are paying attention, perhaps you should too.

How will these new laws affect you? Well, here are a few examples:

To the Parents of Young Students:
Due to the new law, expect to see the cost of school supplies sky rocket. While those paper clips weren’t originally intended for your student to use, they will need to be tested now that your 11-year-old needs them for his school project. This law applies to any and all school supplies (textbooks, pencils, crayons, paper, etc.) being used by children under 12.

To the Avid Reader:
Due to the new law, all children’s books will be pulled from library and school shelves, as there is no exemption for them. That’s okay though, there’s always television. Our children don’t need to learn the love of reading after all.

To the Lover of All Things Handmade:
Due to the new law, you will now be given a cotton ball and an instruction manual so you can make it yourself since that blanket you originally had your eye on for $50 will now cost you around $1,000 after it’s passed testing. It won’t even be the one-of-a-kind blanket you were hoping for. Items are destroyed in the testing process making one-of-a-kind items virtually impossible. So that gorgeous hand-knit hat you bought your child this past winter won’t be available next winter.

To the Environmentalist:
Due to the new law, all items in non-compliance will now be dumped into our already overflowing landfills. Imagine not just products from the small business owners, but the Big Box Stores as well. You can’t sell it so you must toss it. Or be potentially sued for selling it. You can’t even give them away. If you are caught, it is still a violation.

To the Second-Hand Shopper:
Due to the new law, you will now need to spend $20 for that brand new pair of jeans for your 2-year old, rather than shop at the Goodwill for second hand. Many resale shops are eliminating children’s items all together to avoid future lawsuits.

To the Entrepreneur:
Due to this new law, you will be forced to adhere to strict testing of your unique products or discontinue to make and/or sell them. Small businesses will be likely to be unable to afford the cost of testing and be forced to close up shop. Due to the current economic state, you’ll have to hope for the best when it comes to finding a new job in Corporate America.

To the Antique Toy Collector:
Due to the new law, you’d better start buying now because it’s all going to private collection and will no longer be available to purchase. “Because the new rules apply retroactively, toys and clothes already on the shelf will have to be thrown out if they aren’t certified as safe.” http://online.wsj.com/article/SB123189645948879745.html

To the American Economy:
Already struggling under an economy that hasn’t been this weak in decades, the American economy will be hit harder with the inevitable loss of jobs and revenues from suppliers, small businesses and consumers. The required testing is far too costly and restrictive for small businesses or individuals to undertake.

To the Worldwide Economy:
Due to this new law, many foreign manufacturers have already pulled out of the US market. You can imagine the impact of this on their businesses.

Unite and Be Heard

Tomorrow, Wednesday January 28th, crafters all around the country will be coming together for a blog-in to make their voices heard about the negative effects of the Consumer Product Safety Improvement Act, set to go into effect February 10 that would require products intended for children under 12 to undergo serious testing for lead and other harmful chemicals, an expensive process for handcrafters.  The new law threatens to destroy just about all small businesses producing handcrafted items from clothing to toys to hair bands.

Even Forbes has caught on to the outrage heard amongst the crafting community with this great article.  One important point journalist Walter Olson brings up in his article is that not only will handmade goods be effected but libraries and resale shops as well.

“‘The reality is that all this stuff will be dumped in the landfill,” predicted Adele Meyer, executive director of the National Association of Resale and Thrift Shops. Among the biggest losers if that happens: poorer parents who might start having to buy kids’ winter coats new at $30 rather than used at $5 or $10.

And even worse: Since the law does not exempt books, children’s’ sections at libraries and bookstores will, at minimum, face price hikes on newly acquired titles and, at worse, may have to rethink older holdings.”

DIY Goes to the Movies with Coraline

Slated to come out February 6th, Coraline is a new stop-motion animation movie from Director Henry Selick (best known for directing The Nightmare Before Christmas). The movie is about a young girl (Dakota Fanning) who steps through her closet into an alternate version of her life. The other life closely mirrors her own, but is more fantastical. What is most interesting about the movie, however, is that all 150 sets and 250 puppets used in the movie are handmade. From popcorn cherry blossoms to nylon fishing line body hair, the crew does it all. Check out this Wired article that provides detailed images and explanations of how the set was designed. Hugh Hefner has a Scrapbook Room. Yes, really.

Last week I got a call from my mom. As an avid scrapbooker and the mother of a FaveCrafts Editor, she was thrilled to tell me what she had just learned from watching E!’s “The Girls Next Door.” (In case you aren’t familiar, the reality show documents the “adventures” of Hugh Hefner’s three girlfriends. And no, my mother does not regularly watch the show.) The news was this: Hef scrapbooks. Not only does he scrapbook, he has an entire scrapbook room with over 2,000 volumes. Even though Hef does not scrapbook in the artsy crafty way that most of us do, he keeps mementos, pictures and stories in his books just like us. He is also a little anal. Even more interesting is that Hef was a comic book artist in his pre-Playboy days. According to a post on the LA Times blog, Hefner spent his high school days drawing comics and writing stories about himself and his friends. He created a “comic-book autobiography,” which, through the addition of photos and clippings, ultimately evolved into a scrapbook.

“The comic book was a way of creating your own world and being center stage. And only years later did I realize that when I started the magazine, and the way I used the magazine in my life, it had a direct parallel to what I did in high school. The comic book became the scrapbook that I have continued then throughout my life and now has over 2,000 volumes,” Hefner said.

Hef would definitely be pretty high on my “Least Likely to Ever Create a Scrapbook” list, somewhere between Marilyn Manson and Rupert Murdoch. Though I guess he would have some memorable photos…

Update: CPSC Agrees to Exempt some Companies from Product Safety Act

A few weeks back I posted an article about the new Product Safety Act that would require toy manufacturers to submit all their products to costly lead testing procedures. As a result, handmade toy companies have been fearful that they will not be able to survive such a large expense that they also feel is completely unnecessary for their products. The Consumer Product Safety Commission has tentatively agreed to exempt some items from testing. According to the L.A. Times, the exemptions include:

  • Items with lead parts that a child cannot access
  • Clothing, toys and other goods made of natural materials such as cotton and wood; and
  • Electronics that are impossible to make without lead.

The exemptions come after a vote on Tuesday and mark the beginning of a 30-day public comment period. If you are interested in making your opinion heard, you can sign up to receive email information from the CPSC regarding how to submit comments here.

Craft News of the Day

Since I’m still a crafting novice, I often rely on a google news search to help me gather ideas for my blog posts. I often search “crafts” or “crafting” to see if anything useful comes up. I relied on this method this morning because my mind is still a blur of Holiday- and New Years-related projects. To my dismay, so are everyone elses. My search results were a hodgepodge of old Christmas craft articles, the token ‘crafting in a tough economy’ piece and then a bunch of articles about Obama ‘crafting’ a tax cut plan. So I went further and googled more specific crafting terms like sewing, knitting and quilting. While many of the reuslts were typical (sewing groups, kids learning how to sew in school, etc.), some of the stories were completely hilarious, outrageous and/or unexpected.  Here is one of them..

Introducing the first $9,000* sewing machine!

*Actual price not yet released. Anticipated to be equally, if not more, ridiculous.

Handmade Toy Companies Under Pressure

As this LA Times story reports, under the new Consumer Product Safety Act, all toy manufacturers will be required to submit their products to lead paint testing. This comes as bad news to handmade toy manufacturers who worry that funding these tests (which may be up to $2,000 per toy) will put them out of business. The law is obviously well intentioned, but is inadvertantly punishing handmade toy companies and small independent retailers due to the failure of major corporations to regulate safety standards. I know I’m not looking forward to seeing fewer handmade toys on store shelves.
